Expressing Degrees of Certainty and Possibility

When we draw conclusions and make recommendations, we need to accurately convey to the reader how certain we are about our conclusions and recommendations. Sometimes we cannot be 100% certain because our conclusions and recommendations may be partly based on assumptions; or because some information or evidence is unavailable at the time of completing the report; or because we are making predictions, which by their very nature cannot be 100% certain. We can indicate the degree of certainty and possibility by choosing words and phrases that match the strength of our conclusions and recommendations.
