Peter Garling SC, Commissioner, Special Commission of Inquiry into Acute Care Services in NSW Public Hospitals
Rising costs and an ageing population have increased demands on public hospitals and led to a crisis that requires both cultural and organisational change. As Commissioner of the Special Commission of Inquiry into Acute Care Services in NSW Public Hospitals, Mr Peter Garling S.C. recommended a range of strategies to streamline and improve work practices and update models of clinical care, underpinned by a series of governance reforms. In this oration, Mr Garling draws on his experience as Commissioner to explore some difficult, looming issues: who and what should take priority if health care resources and finances prove inadequate to meet rising demand? Can there be an equitable and ethical basis for sharing limited health care resources?
About the Speaker
Peter Garling SC is a graduate of the University of Sydney with degrees in Arts and Law. He was admitted to the Bar of the Supreme Court of NSW in 1979, and in 1990 was appointed as a part-time Acting Judge of the District Court of NSW for a period of two years. He was appointed a senior counsel in 1994.
Mr Garling regularly appears in Courts throughout Australia including Norfolk Island in a wide range of civil and criminal cases. He has also been involved in a wide range of public inquiries including, recently, those relating to the Thredbo landslide, the Glenbrook and Waterfall Railway accidents, the collapse of the HIH Insurance Company and the affairs of the Medical Research and Compensation Foundation. At present, he is the Commissioner conducting the Special Commission of Inquiry into Acute Care Services in NSW Public Hospitals.
