- UNDP Advanced Leadership Development Program 2007
The UNDP Advanced Leadership Development Program on Agriculture and Rural Development was an executive education program designed for twenty-three senior Government Officials from the People’s Republic of China. The delegation was headed by Mr. Xue Liang, the Chief Economist and Director General of the Ministry of Agriculture, China. Jointly implemented by RIAP for the second and final year, the UNDP program was part of a unique project initiated by the United Nations Development Program, the Department of Organization of the Central Committee of the Communist Party of China (CCCPC), China International Centre for Economic and Technical Exchanges (CICETE) under the Ministry of Commerce, the Chinese Ministry of Agriculture, and AusAID.
In accordance with the UN Millennium Development Goals, the program had the overarching objective to assist China in achieving the vision of a Xiao Kang Society – a well-off society in an all-round way – that assures all her citizens a higher standard of living and better quality of life. Central in this training was the enhancement of the delegates’ understanding of theories underpinning sustainable rural development and the strengthening of their capacity to implement policy strategies that can allow such development to proceed in their area of responsibility.
The three-week executive education program was jointly delivered by RIAP of the University of Sydney and the Crawford School of Government and Economics of the Australian National University. It consisted of presentations and site visits to organisations in the public and private sector at federal, state and local levels in Melbourne, Canberra and Sydney, and was conducted with the assistance of a selected group of academics and professional practitioners. - China University Presidents Program
This year, twenty-four Vice-Presidents from Chinese Universities participated in the second China University Presidents Program at the University of Sydney. The program was established to improve higher education leadership and management practices in Chinese universities and encourage a knowledge exchange between senior academic and administrative staff and their Australian counterparts. The high profile participants, led by Professor Chen Xu of Tsinghua University, attended a series of lectures, discussions, site visits and interactive seminars focusing on a variety of aspects of university management. Due to its success, the program will be conducted again in 2008. - Taiwan-Sydney Global Perspectives in Business: Academic Exchange and Professional Development Program
In August, thirteen senior academics from Taiwan’s leading technology universities attended a two day education program in Sydney. The learning focus was on international marketing strategies and practices in Australia, which was facilitated by site visits to Australian Technology Park, Austrade, and the largest marketing firm in the Asia-Pacific region, Pinpoint. In September, RIAP sent Dr. Joseph Halevi, Dr. Michael Harris and Dr. John Mikler of the University of Sydney to Taipei to deliver a series of specialized lectures and workshops on business management to Taiwanese academics. - Jiangsu Agricultural Development Program
2007 marked the arrival of the first two delegations from Jiangsu Province, China, which RIAP will continue to receive over the next three years. This first program provided twenty-five senior-level managers of state-owned farms in Jiangsu with advanced conceptual and practical knowledge utilised in the Australian agricultural industry. The program engaged leading professionals and specialists in their fields to speak on Australian agriculture, leadership, industrialisation, management and strategy, and technology. Lectures were complemented by site visits to an agricultural research facility, several technologically superior farms, the NSW Farmers association and the NSW Department of Primary Industries. - Jiangsu Enterprise Management Program
Nineteen managers of various state-owned primary sector enterprises in Jiangsu Province, China, participated in this Enterprise Management Program. The program consisted of lectures and site visits covering topics in marketing, human resource management and development, financial management and investment planning, and the Australian economy and its industrial composition. - Qingdao Hospital Quality Control and Evaluation Performance Program
20 senior health administrators from Qingdao Municipal Health Bureau participated in this 7.5-day executive education program on Hospital Quality Control and Evaluation Performance. The program introduced the delegates to key concepts underpinning strategic and organisational management of Australian health care institutions, and to guiding principles and practices applied to monitor and evaluate their productivity and performance. It comprised customised lectures and site visits to both public and private facilities in Sydney. - Foshan Urban Planning Program
This training program was designed for Thirty-two Senior Civil Servants from Foshan Municipal Government, China. Its purpose was to deliver intensive training in urban planning and public administration through a series of technical and conceptual lectures and site visits. Training themes included policy making and enforcement, landscaping, land use, urban and rural transport, environmental protection and heritage protection. The program included site visits to Sydney’s largest urban development projects, the NSW Roads and Traffic Authority, and a presentation from the former Mayor of Burwood, Mr. David Weiley. - Hainan Marketing and Management Program
The training program was designed for 17 middle-leveled managers from a private company, Hainan Levtec Pharmaceutical Co., Ltd. The training topics included Research, Development, marketing and Development, Models and Ideas of management; Management Stages Control & Control Design; Communication and Coordination as Management Skills; and Australian Sales Model. - Shanghai Urban Planning Program
Twenty senior civil servants from Huangpu district of Shanghai Municipal Government, China, participated in this program. The purpose of the program was to deliver intensive training in urban planning and public administration through a series of technical and conceptual lectures. The training themes included Policy Making and Enforcement, Landscaping and Land Use, Environment Protection and Heritage Protection. - Shanghai Auditing Program
This training program was designed for 20 directors or section chiefs from various district audit bureaus of Shanghai Municipality. The objective of the program was to provide the graining participants with an overview of the Australian auditing system, introduce to them the characteristics of the Australian financial system from a comparative perspective. - Shanghai Public Health Program
Twenty civil servants from various Shanghai district hospitals participated in this training program. The program aimed to introduce the hospital administrators to the Australian health care system. The program covered Australia’s Public Health Infrastructure and Public Health Funding, Medical and Emergency Responses to Infectious Diseases, and Health Issues related to large scale events, with a specific focus on the Sydney Olympic Games. - PRC Ministry of Water Resources Program
The PRC Ministry of Water Resources Program was an executive education program designed for fifteen senior Government Officials from the People’s Republic of China’s Ministry of Water Resources. Training focused on the topic ‘Human Resource Management’ with the objective to enhance the delegates’ understanding of human resource management processes and employment relations in Australia.
- Advanced Leadership Development Program on Rural Development for a Xiaokang Society.
This program for twenty-five delegates was part of the UNDP Advanced Leadership Program aimed at modernizing rural policy in China. The program partners included UNDP China, AusAID, the Organisation Department of the Central Committee of the Communist Party of China (CCCPC) and China International Centre for Economic and Technical Exchanges (CICETE) under the Ministry of Commerce.
Delegates included the Vice Minister of the Chinese Ministry of Finance, and seven Vice Provincial Governors responsible for the development of agriculture and rural affairs of provinces and regions. The delegates represented eleven provinces/autonomous regions of China. The three-week training program, jointly delivered with Crawford School of Economics of Government, at the Australian National University, aimed to enhance the trainees’ leadership capacity to respond to the challenges facing rural development in China. The program consisted of presentations and site visits to organisations in public and private sectors at federal, state and local levels. - Australian Agricultural Logistics Training Program (Sinograin)
Twenty delegates from the China Grain Reserves Corporation (Sinograin) attended a five day training program developed to improve the delegation’s understanding of Australia’s agricultural logistics systems. Both China and Australia share the issue of having to transport perishable and non-perishable products over long distances to reach end markets. The group attended a mixture of classroom-based lectures, case study workshops and site visits to key agricultural and logistics organisations in NSW, Victoria and Queensland. - Australian Public Administration Training Program (Anshan Municipality)
This training program was for twenty-four government officials from the Anshan Municipal Government. The objective of this program was to gain an understanding of the guidelines and development of public administration in Australia. The trainees attended a combination of classroom-based lectures with a focus on case study presentations. Academics from the University of Sydney’s Faculty of Architecture, the Faculty of Business and Economics and the Department of Government were involved. - Chinese Personnel Bureau – Human Resource Management Program
Twenty-one delegates from the Chinese Personnel Bureau attended a two day Human Resource Management program. Topics of study included public sector management and the role of human resources in government organisations in Australia. - Australian Judicial System Training Program (Shenzhen Intermediate People’s Court)
This one-week program received valuable input from both academics of the University of Sydney’s Law School and prominent legal practitioners from NSW. It provided sixteen Chinese judges with an insight into the Australian judicial system. The Chinese judges had presentations at the NSW Dust Diseases Tribunal and the Judicial Commission of the New South Wales. The delegates also attended court hearings and a swearing in ceremony at the District Court of New South Wales. - Financial Control System in Australia (Guangdong Province’s Panyu Local Government)
Twenty-six financial officers from Panyu local government of Guangdong Province attended a three-day training program of both classroom learning and site visits. Topics covered included Collecting Income Information in Australia, Australian Budgetary Framework, Australian Government Financial Situation and Financial Relationship among Australian Federal, State and Local Government. - Medical Insurance and Public Health Management Training Program
In conjunction with TIANDA Pharmaceuticals, RIAP hosted twenty-six senior public health managers from PRC in a program aimed at introducing delegates to Australia’s health industry, and Australia’s approaches to medical insurance and benefits. Site visits both within NSW and the ACT offered unique networking opportunities with senior Australian colleagues, and insights into Australia’s health system and services. - Shenyang Hospital Management Training Program
The four-day training program was attended by twenty-four hospital administrators from Shenyang Municipality. The training modules included Australian Health System, Structure & Organisation of Health Care Delivery, Strategic Management of Hospital, Hospitals and the Role of the New South Wales Government, Relationship Between Public and Private Hospitals and Hospital Performance Assessment. - State Food and Drug Administration Training Program
Twenty-one SFDA delegates from provincial departments of the State Food and Drug Administration in the PRC participated in eight days of training. The course enabled delegates to gain an understanding of the guidelines and experience of developing advertising and promotion of pharmaceutical products in Australia through case study based presentations, lectures and group discussions. - Statistics Training Program
Twenty-seven delegates from provincial and national Census Centres of the National Bureau of Statistics in the PRC attended a two day training program. The program enabled delegates to learn and understand the guidelines and use of statistics in the Australian public sector through classroom based lectures and case study based presentations. - Qingdao Health Bureau, Hospital Performance Assessment and Resources Management
RIAP provided training to two groups of twenty senior health officials from Qingdao’s Health Bureau, on topics ranging from personnel management, public relations, hospital design and construction, to crisis management, food management and information technology. Lectures were combined with site visits to a number of key NSW hospitals and health care institutions. - Zhuhai Municipal Procuratorate Judicial Training program
RIAP developed and managed a two day program on Australian Public Prosecution Systems and Practices for a group of twenty-four senior judicial representatives from Zhuhai, PRC. The program consisted of both lectures and site visits to key judicial centres within NSW, providing the delegates with the opportunity to meet with senior counterparts within the Australian legal system. - Zhuhai Municipal Government, Public Sector Management Program
The Zhuhai Municipal Government sponsored twenty-six senior civil servants to attend a three day training program on Public Sector Management in Australia. The program aimed to improve the participants’ understanding of the Australian public sector and human resources management trends and practices in a variety of government departments. - Zhuhai Urban Planning
Thirty delegates from the Zhuhai Municipal Government Urban Planning Department participated in a five day training program. The program was designed for the delegates to gain an understanding of the guidelines and experience of urban planning and development of coastal cities from developed countries like Australia. It included classroom-based lectures with a focus on case study based presentations and site visit presentations to showcase application of concepts as discussed in the classrooms.
- China National Biotec Corporation
This 4 day training program was designed for Chinese Senior Management of the China National Biotec Corporation (CNBC) from the 5th October to the 10th of October 2005. With the objective of gaining an improved understanding of marketing and sales management strategies within the biotechnology sector. The delegates had the opportunity to engage with lecturers from the University of Sydney as well as industry experts to obtain an insight into the Australian industry, allowing them to compare and contrast the differences in management experiences.
Training topics included: Overview of the Australian Government, Political, Legal and Societal Structures; Overview on the Australian Biotech Industry; Biotech Industry - Market Analysis; Market Development, Strategy Formulation and Implementation; Sales Strategy Formulation; Implementation of Sales Strategy and Sales Channel Management; Sales Performance Management - KPI's and incentives; International Brand Management; Infectious Disease Control Strategies.

5 day training course designed to allow Senior Judges and Judges of the Shenzhen People's Intermediate Court to improve their understanding of the Australian judicial system.
The program, delivered between 8th - 12th August, was developed for Senior Judges and Judges of the Shenzhen People's Intermediate Court. With the aim of gaining a greater understanding of the Australian judicial system, the delegation participated in series of presentations as well as site visits.
Training topics included: The Australian Constitution; The Australian Judicial Control Process; The Australian Criminal Law System; The Australian Civil Law System.
The delegates also had the opportunity to experience the Australian legal system at work through site visits. This included visits to: The Supreme Court of NSW; The Judicial Commission of NSW; The District Court of NSW; The Administrative Decisions Tribunal; Sydney Local Court - Nanjing University of Aeronautics and Astronautics University Presidents' Training Program
The Research Institute for Asia and the Pacific (RIAP) hosted a training program for representatives of Nanjing University of Aeronautics and Astronautics (NUAA) from 27th July to 2nd August 2005. The delegation, comprising of NUAA Vice-President, Deans and Directors, were able to gain a valuable insight into the current challenges faced by Australian universities and the strategies that have been developed to better manage universities, from talks delivered by Professor Deryck Schreuder. Professor Schreuder is currently a Visiting Professor at the University of Sydney , former Vice Chancellor of University of Western Australia and former President of the Australian Vice Chancellor Conference.
